Should the 1977 Carburetor drain when drain plug removed?

I have a 1977 -85hp Evinrude. I removed the drain plug from the bottom of the carburetors and pumped the bulb. Three of four did nothing the other one gas came out.

Do I have a problem with the one or three?

Yes. The bowls are probably gunked up. They can't be cleaned unless they are dismantled. The bowls are a single chamber-not two. If you pull the plug on one side, it should drain almost all of the fuel out of the whole bowl. The high speed jets are right behind those bowl drains and if the bowls won't flow fuel out the drains, the high speed jets are likely plugged also. Time for a type of Gumout product.

Time for a carb job with new repair kits and a good soaking.
