slow taking off

I have 99 model 90 hp on 16' Skeeter that won't jump out of the hole. It will run 42mph + after leveling off but takes 10 seconds to do it. It sat for 5 years in storage before i bought it, lower unit is turning white, burns way to much fuel,starts okay and have run boat last 3 years like this. I have already worked on carbs but not sure if electric choke or fuel pump problem. Any ideas?

What rpm is the engine turning at wide open throttle. If the engine is over propped (too much pitch) you will have poor hole shot and the engine will be lugging at the top end.

I have put 4 different pitch props and settled with 17 SS. I had same or worse problem with 19 21 and 23. I think maybe choke problems cause of fuel consumption. I mean 18 gals in 12 miles, no gas smell or slick on water.
