Why do governments have to make rules to protect you from yourself???

Because some people are dumb enough to need that kind of protection.
Do I agree with the law? I dunno. I don't know enough about it to make an informed decision.

Do people drown in 2 feet of water? Yes it has happened I'm sure.
Is the gov't trying to prevent this? Again, yes I think so.

Would I follow the law? You bet I would. No use giving the powers that be my hard earned money for something as stupid as this.

In this case I would have say the tube was a vessel. It was holding a person who was navigating a river. If it was being towed behind a boat then it would not be a vessel. And yes if they were out after dark a waterproof flashlight would be required as well.

I guess I had 'vessels' in my old boat trailer tires..hmmm.

Every time you loaded or unloaded you sank two "vessels". Did you report these sinkings and or remove the hazard to navigation?
