I moved the gasket I cut between the carb and diaphram instead of between the diaphram and pump cover and I'm not seeing any leaks. The diaphram seemed cheap to me - thinner than the old one. So now it's running but the most I can get it adjusted down to is about 1200 RPM and that's with the idle screw all the way out. I'm back to the question of timing and points. Could the timing being off or the points not exactly right cause this? It fires right up and it revs great whether you do it fast or slow. Any ideas?

might want to check and see if the carb is tight to the intake and the gasket under it is in good shape. it sounds like a vacuum leak. that is why you back the idle screw all the way out and it doesn't change, cause it is sucking in air some where else.

One problem with the accelerator pump is that when people overtighten the screws, the cover gets deformed and starts leaking. This is not an area to bear down on the screws. There is a good rebuild video on Youtube by a guy that sells the rebuild kits. I am not sure if you can fix a deformed cover.
Also, the throttle cable might be keeping the rpm too high. Is it seating all the way down? Will the rpm drop if you push on the throttle lever?
