Spark at plugs when key is turned once

Im trying to figure out why my 71 merc 800 isnt starting. So i checked for spark. Even turning the key BACK to the upright position made if spark. Basically, anytime you turned the key it would spark. but i also did while cranking. Is this normal?

Doesnt to me, it should require a signal from the trigger to throw a spark.

Any battery power CD will spark on the cyl. what the rotor is at whenever the key is turned on as it is the Monroe effect and fires when ever there is a voltage flux in the system.
