I have never tried it, but if the diaghram is seized up "MAYBE" pull the speedo and put a few drops of light oil in, swish it around, use a piece of the old tube to add a little air to loosen/test, then empty out the excess.
If it's gone anyways, you are just out some of your time.
(and no I have never seen the inside of one before, I think they might be like the maxi brakes on a big truck kind of. :redface

You have replaced everything BUT the gauge...I would be shopping for a new one.

You should get water, is the new pitot identical to the old one?
Sounds like you will have to postion it so that it's in the water stream as was suggested earlier.
