Spinning actuator

1981 wellcraft 196 sunhatch/305 mercruiser, I recently acquired this vessel - the starter so did not have one to match, I've since installed 2 and both did the same thing when the key is switched on the starter sounds like it's just spinning like the actuator isnt jumping out to grab the flywheel, could the could I have the wires hooked up wrong and it still spin but not getting enough power to fully function ? I've got the manual and attempted to hook up accordingly. Please help.

on the starters solenoid the inboard most small lug gets the small yellow/red .this activates the solenoid to close , make contact and engage the starter .If this has happend with 2 starters ,pull the starter and look at the flywheel teeth to see if there still there

I looked at the flywheel before installing starter the teeth look fine, I was thinking the actuator didnt come out far enough to engage the flywheel but the guy at shop where I bought the 2nt starter said that was the correct unit . The yellow wire is hooked up to the small inside post on sylaniod and i can hear it spinning is there any way shimming it would get it to lock in . Sorry I'm stumped on this
