And while the fogging procedure is different for a carb vs an EFI engine, the principle is the same. The fogging oil reduces corrosion caused by internal condensation in damp climates and provides a bit of lubrication for the spring start up (accompanied by a smoke screen at least on a carb engine).
As a footnote, as I've posted a few times I had both head gaskets fail and salt water in a cyl in #2 at the end of the '16 season. I was able to blow out all the water, run it up on the water hose a few times to do diagnostics and again fog the engine both thru the carb and the plug holes. Then drained everything. This was in Nov '16. When the weather finally warmed enough to work on the engine, to see if it was even salvageable (Feb '17) when I pulled off the heads I was surprised, in that there was no rust at all in the cyls that had water (#2 had the most, #1 just a mist of water). There was some rust in the combustion chamber of the head in those cyls and I had 2 stuck valves. But the fogging oil did protect the cyls very well. So I would not skip fogging esp if you store the boat in a damp cool/cold climate in winter. If you are lucky enough to store inside, or live in the desert, not as needed, but probably still a good idea.....
