squirts h20 low speeds only?

I have a 85 hp force model 856x5L it pees a good flow of water out back at low speeds under 15 mph at higher speeds it does not pee i might get a few occational drops.
The motor has a plastic horizontal whale tail above the prop.could this restrict water flow?
Is this a normal condition, or should we be looking at other cooling troubles
I am new to the boating scene
