Stalling while in gear.

My Tiara has a Merc Cruser GM 305 (198 hp) in it.
Mid 90s motor.
Brand new; carburetor, fuel pump, distributor, plugs, cap, wires, bellows, U-joints, and many other updates.
It will sit at the dock and run perfectly all day long, high idle, low idle, and everywhere in between.
as soon as you put it in gear and start moving, it pulsates at low RPM'S and kills at higher RPM'S
It stalls and will start right back up. It is not fuel-related.
Do the shift interrupt switches go bad and short out?
When it pulsatets at low idle, all the gages jump all over the place.
Any Ideas?
