stalls when shifting between for and rev

I have a Tohatsu 70 A2 2 cykinder and it idles low and it stall when shifting between for and rev. IThis makes for some hairy docking at the marina! I changed the plugs and it helped a little but the motor still stall when shifting unless I gun the throttle.

Make sure you are getting good hot spark on both plugs, if that ain't it you need may to clean the carbs. Might also make sure the fuel pump is good.
