Just a couple of comments; The theory of heating the bolt to remove the temper from the easy-out is good, but in practice, the block will draw the heat of a torch away, making it risky.

I also have used the washer/nut/mig weld trick, it works 99% of the time. Use a washer the same size as the bolt, use a nut 1 size larger. The washer limits the weld arcing to the block. I countersink the nut first, to make more access. The weld heat expands the bolt, crushing the rust, and also breaks down any loc-tite that may have been in there. As it cools, it shrinks, can usually unscrew it with fingers.
Don't throw water on a hot part, it stops the shrinking.

Whether it can be done now with the bolt recessed depends on how deep is the recess?

The washer/nut/weld trick is the way to go if you have access & no gas vapor is present. Also use PB Blaster pen oil & ping with a center punch. Spray & ping several times over a couple of days. When using penetrating oil, patients is the trick and it will break the rust loose.

Thanks everyone for the numerous tips, I'll try as many as I can untill it's out. I got all winter to pick at it -about 6 months from now here on the shore of Lake Superior. Time to get ready for da ice fishin'
