Starter is a dog? '62 40hp

Wondering if I have a bad starter now. Brand new 850 cca battery thats fully charged and new solenoid. I can pull start the motor fine and the starter willl turn the motor over if the plugs are out. But if the plugs are in, it will go up and engage but its like it doesnt have enough guts to turn the motor over. What do you boys think?

Do a voltage-drop test on all battery cables and connections. If all are ok, then bad starter.
