Starter problem on 1998 150 Evinrude. Does my conclusion sound right?

Hi......before I go off buying stuff I maybe don't need, here is what I know so far.

-just a click from the solenoid, nothing more.
-positive battery cable is clean. The negative cable has a corroded spot about 1/3 through the cable.
-battery is full and the jump assist from the battery charger does nothing.
-I have 13v at the positive post on the solenoid.
-starter doesn't respond to tapping with hammer while turning the key.

My conclusion is either the negative cable is the problem, or the starter is bad. The starter is original.

Is there something else I should be looking at before I replace the negative and/or buy the starter?

Use a jumper cable direct from the battery + post and starter terminal. If it cranks, there is nothing wrong with the starter. But even a good starter won't work if the - cable is shot.

You already know the - cable is bad, replace it before you blow somethnig else more $$$$

Thanks......replaced the negative cable with the same result.....nothing but the solenoid click. My question is whether to replace the solenoid first, and if that doesn't do it, then replace the starter? Being that the solenoid makes the single click like it should, I'm not inclined to believe it is the culprit. And since the starter worked fine two days ago, but now won't even respond to a hammer, I'm wondering if it could be something else? I'm minimally knowledgeable about OB's.

If the negative cable was corroded, how about the positive one. Cables can corrode on the inside and you can't tell till you either bend them or slice them open.

Have you checked the voltage from the starter solenoid to the starter when the solenoid clicks, possiable for the solenoid to click and not pass voltage to the starter.

I'm going to put in new cables from battery to solenoid tomorrow. I'm also going to open the throttle box and bypass the safety switch. Right now, as I posted on another thread, I'm trying to make sure I know exactly how to use battery cables to jump directly from battery to starter/solenoid. I haven't done this before and I don't want to cause more damage.

Is it as simple as a good battery, everything connected as usual, ground the negative jumper to the power head, and touch the positive post with the hot jumper cable? Does the key have to be turned on?

The key does not have to be on to jump the starter to see if it will turn over. How about an ansewer to post #5?
