Starter problems

I have a 1983 evinrude 70hp vro when I turn the key the starter turns but doesnt rise the gear to turn the motor over. Not sure what to check first. I took the starter off and checked the brushes they looked good I think. The silenoid makes a buzzing sound . Need all the help I could get thanz

If solenoid making 'buzz', probably defect. Test by putting the B+ straight onto the starter (where the lead from solenoid goes) and by-pass the solenoid.
However first check all ground and battery connections.

if the starter turning but not engaging the problem is in the starter and the device that sends the gear up. start with lubrication there. can you lift it manually?
I'd just replace the starter; some people would try to repair it.
