starter stays engaged

Hello,
I recently purchased a 2002 yamaha 4 stroke model T50TRA. I was next to the boat, in my yard when the motor starter began to operate with no key in the ignition. I quickly unhooked the wires at the battery going to the engine, leaving the other smaller lighting/helm control wires hooked up. Now when I hook the motor wires to the battery it starts to turn the starter. (90% of the time) I thought the problem went away but it happened when I put it on the water. I was able to operate it the day by unhooking the wire, and when I wanted to start the motor I would turn the key and touch the wire, removing it immediatley after the engine started.

Batteries: brand new.
Unhooked wires to ignition switch under helm and unhooked 2 minor harnesses under cowl to try to rule out a faulty ignition switch. With the various wires unhooked, it still tried to start when I touched the motor wires to the battery.

Any ideas? :) I am thinking starter solenoid. What does the relay mounted on the engine do?

by running it with the batteries unhooked you may have smoked the regulator, bad Idea is about as polite as I can muster.
either the ign switch failed, normal cause is folks washing the boat get soap or bleach im them, the start relay has failed or the starter solinoid on the starter failed.
the start relay is the one with the brown and brown white wires.
the solinoid is mounted on the starter.
