Starter won't engage, or do anything Help please

I have an 83 bayliner cx 225, the engine is marked vlovo 225d, and I know its a gm 305. I worked on it all day yesterday and here's what I got. I pulled the starter and replaced the solonoid, because it turned over once while I was testing then stopped. The relay was replaced because all it did was click, but the new one did the same that's when I tryed to jump the batterie which was brand new, but I figured what the heck. So that lead to the started and after the solonoid was replaced It was tested at oriles and passed. It has to be electrical but I have no idea what at this point. Anyone know of a possable solution please let me know.

When you changed the solenoid you hooked a small wire to the "S" post. I would start by making sure that that post is getting 12 volts when you turn the key to start. Then post your results.

Yeah tested it last night was like 11.8 volts. Im really leaning torwards something in the fuses because they got extreemly hot while sitting with the key on. I could really use a wiring diagram for the whole dash area.

your starter is bad or the cables. you have changed the battery?

The battery is brand new, and just incase I tryed jumping it like it says in the volvo book I have which did nothing. I tested the contineuity on the cables and they all seem good, the block is well grounded. I put the new solenoid on at the autoparts store and had them test it, came up good. The only obvious problem I had was in the fuse block which the fuses were poping out of and getting extreemly hot just sitting with the key in the on position. So I am currently replacing the round style fuses with the automotive blade style in a pair of 5 fuse blocks. Although I'm not going to finish today since I have to help a friend do some home repairs. I will post if it solves the problem.

Cris. Don knows his stuff. What he is saying is you will need to follow a sound trouble shooting procedure. I should not have gotten you further sidetracked.

Ok, the accesorie wire was grounding out, and the started may have passed the test at O relies but it was junk too. Thanks to the bolth of you for all your help, and yes Don I clicked the link and had already been through all of it just didn't expect the starter to pass on the machine and do nothing on my boat. Turns out that one of the copper posts that come out of the rear was broken, wish I would have caught that at the auto parts store and just got a new one then.
