I have never started and outboard engine before ( this is my first boat ) am i was wonder what are the first steps that i should do ? , it is an electric start , with a choke button next to it .

i am gonna run it at 50/1 ratio when i am up running should i run it about 40/1 to start up for the first time ? ( is has not run for a about a year )

Also on engine just on top of the steering cables facing the front of the boat there is a little turn handle that will turn left 90 deg and back ?? anyone know that this is ?

Thanks for helping out on here you guys are great i am from England and dont really know any people over here who to ask ! you guys seem the pro's
