How long since it has been run? Is there a water/fuel seperator that needs to be checked?
I would start with a fully charged battery. Squeeze up the bulb untill firm. Activate the choke. Advance the throttle only, make sure it is not in gear. Try starting but don't grind away at it. Just short bursts of no more than 6-8 seconds. Don't let it over-rev once it starts, bring the throttle back down a bit. You may have to "bump" the choke a few times if after starting it tries to cut out. Good luck!
