Starts and runs fine on muff will not start in the water

1988 Sunbird corsair 2.3 l ford cobra run in the driveway great but when i get it to the ramp will not start its getting fire and gas. i know i'm missing some little something and it has got me twice at the ramp just got the boat and the guy i got it from didn't know much at all about it.....HELP!!!!!

Recheck your timing, it's probably so far off that the back pressure won't let it run.

If it's got spark and gas it would be running!

Is it cranking over slower? Is it hot when at the lake? There's something different when at the lake that you need to isolate.

got it timed to 10 deg. bftdc. 1342 firing order 18 gap on points. the other day i ran it for about 45 min. in the drive way at 1000 rpm 15 min at 600 rpm shut it down takes about 1 hr to lake back it in and the heart ack begins. turn over fine just like it has no fire but it does have fire. when i got it back home put it back on the muff would not start. so I when back thru everything would not start so then i decided to bypass fuel filter after a few tries it fired up run fine again, so I got called back out on the tow boat i work on its going on shipyard monday i'll get of and p/u a new spin on filter for it and try that. thanks don for the replys any help you can give i thank you in advance for.
