steering on excel

steering wheel doesn't move outboard. has cap behind steering wheel. no fluid in it. Where did it go and how i fix and what goes in it. boat is 1995 excel 24' coastal by wellcraft. also like manuals or at least info on boat

Is this a hydraulic system or is there a cable?

Disconnect the motor and see if the motor is free...........

You need to isolate the problem.

You probably have a seized cable which needs replacement or if it is a hydraulic system and the system is empty .......... you can refill it and look for the leak.

Ayuh,... Welcome Aboard,....

If you've got a hyd. system, fill it with hyd.oil, 'n bleed it...
The leak should become obvious as the oil gets to it...

Ya can probably find a manual for yer motor, 'n you can probably find Info on the helm(Once ya Id it)...
But,...
Boats don't have manuals that are of any help...
