Some steering wheels have three keyways. A different one might get you closer.
There are two basic steering systems (three including hydraulic). Flat racks are rack and pinion. You can set the motor straight, loosen the rack, straighten the wheel, then retighten the rack.
Rotary helms have the cable wrap around a gear. You can unfasten the cable retainer and turn the steering wheel until the cable core disengages, turn the wheel a bit more, then wind the wheel the other way and reanchor the cable. It's a trial & error kind of thing with those.
