Stiff turning 65hp 1975 Evenrude

Im trying to figure out why my friends motor is so stiff turning right and left. First thing we did was disconnect the steering...the motor alone is hard to turn right and left. He said he had degrease and re-lubed the pivit pin a few times, but its still stiff....

Is this common? Any one have ideas?>

May have to take it apart and clean all the crud out of the bushings.
