PROBLEM SOLVED !!! Just as SickWilly stated, it WAS the vent ports in the prop that caused excessive exhaust to vent out the sides. This prop has the PVS system which was never plugged with the three plugs. Once plugged, boat gets on plane in less than 5 seconds.
I just would not expect you to eventually reach full speed if the prop was spun and it sounds like the boat really started moving after a while. It makes me think that is may be a high end prop with these:
