That appears to be an OMC "Rescue Pro". There's also a slightly different "military" version.<br /><br />It is/was used mostly for search & rescue type operations by sheriffs departments, rescue squads and the like, where safety of divers and other persons who may be in the water are of great concern.<br /><br />The Navy Seals & Marine Corps recon teams use them to pick up divers with out having to come to a stop or even slow down for that matter.
