Stuck choke?

My '98 Merc 50 bigfoot 4 stroke has been running very rough at all speeds. When the trim is lowered much past 1/3 down on the trim guage, the motor dies and won't start. I've noticed that pushing in the key to activate the choke when the engine is running has no effect. I've replaced the plugs, and checked to see that fuel outflow from the filter is strong. The priming bulb never seems to get really firm, and squeezing the bulb when the engine is running rough or in the process of dying has no effect. I wondered if possibly the choke could be stuck, or if the fuel pump is faulty. Any advice?

could be air leak, or pinched fuel line? sounds like you are not getting fuel to the carb
