I have the exact same problem.
Mine is a '78 402 Marc.
My O/B mechanic told me to burn out he hub and he had a puller for what's left.
I told him, rehubbing is $82 and the horizontal shaft is $30. I had planned to whack the shaft and then deal with it on the bench.
As things turned out, I have chiseled away the aluminum part of the prop so I will have to rehub at this point.
Prop is still stuck on there, but I put penatrant on every time I pass by. I'm gonna have to bite the bullet and create some stink with the torch.
I have seen a prop puller, but neither I or anyone I know has one. My pullers can't handle the job.
I got this motor for $100 as a spare parts for my 35.
I think I can get it running though. It has good compression, I've replumbed the lines and taken the fuel pump apart to inspect the diaphram. I don't have the external wiring harness that plugs in which is where I'm at. I have a harness I can can wire. I'm procrastinating to see if I can run into the plug in model (w/o spending $200).
