Stumped with Powerpack ~ Power in, no power out?

I have a 1996 115hp Johnson Outboard that had no spark. Had a marina test the electrical. They claimed to test ignition, kill switch, stator, trigger, coils, and powerpack. They found power to go into powerpack but no power out of the leads. I confirmed this also. Got a new "used" powerpack, installed, and found the powerpack to again not send any power out of the leads. Disconnected the kill switch again just to be sure with no luck.

Any ideas? Either the "used" powerpack I bought is also bad, or there is another problem I am missing.

I plan to go through my repair manual and test as much as I can, but if anyone has any ideas please let me know.

I think you have 2 power packs on that motor, one is working correct? if so, switch the you know to be a working one for the one in question and you will know if it is a second power pack is bad as well, it will also tell you if the first one was bad.

Did they give you the test results in voltage. This could be a 60, or 90 degree engine, which one, Model number please

The model # is J115SLEDR. It has one powerpack that has 4 leads to attach to 2 coils.
