That is merely a fuel tank sending unit for a permanent mount fuel tank installed in a portable fuel tank. Wonder why the owner didn't install a quick connect for the electrical connection since this setup requires filling the tank in the boat. But to answer your question -- NO! This is not a kit. It is simply something someone has done and I suspect they used sheet metal screws to hold the unit to the plastic tank.
