Surging at wot

Hey guys I've got a1991 evinrude40 hp vro I've removed the vro new fuel pump plugs wires and cleaned carbs twice my problem is the motor surges like it's starving for fuel at wot but if I push the choke in and hold it the motor runs great but it pooring fuel out of the red choke switch the hole time and does the same when I choke on cold start so is this a choke problem or carb sorry so long but wanted to be as accurate as possible with my discription any insight would be great please help I'm at a loss

​I'm more of a 70's era engine guy at the moment, and not an expert by ANY stretch, But.....

​What you're describing sounds like a fuel primer, not a choke..
​The red lever should be in line with the primer body I think for normal operations..
​Sounds like not only do you have a carb problem, but also a primer problem..

​Without knowing for sure though, I might try to fix the leaking fuel when using "Choke" (primer).. If it's leaking fuel when activated, maybe it's sucking air when not activated???? :noidea:

​I really don't know, but it's just a thought I had...

Hey guy's thanks for the response I cleaned carbs by disassembly and cleaned with carb cleaner and rebuild kits and for the other. Thanks for the insight I was thinking that same thing but was hoping to get a second apinion

Get a repair kit for the leaking primer.
