Suzuki 90hr v-4 power problems

I have a 1997 90 horse Suzuki that will not hit top end. It just started doing this of late. I went full throtle and it went there for about 10 seconds and slowed to about 3000 rpms. Any help would be great.

are you sure you are not in rpm reduction mode

How do you know if you are and what can you do to correct this.

either waterflow or oil problem that cause the rpm reduction mode ..... is this a 2-stroke or 4-stroke what is your serial no?
