Suzuki DT150 Run great til you put in water?????

I have a Suzuki Dt 150 outboard that runs great with earmuffs then you take to water and runs for a few seconds then wont start acts like it is not getting enough fuel. I have cleaned carburetors and put all new lines on it and a new fuel bulb. Yesterday it was getting air in the top pump and it cleared up and ran great with the muffs then took to the lake and started right up and ran just a couple minutes then wouldnt start back . I have had our local suzuki dealer look at it and of course it runs like a top out of the water with the muffs but not when you take to water he thought it just needed ran but it wont once its in the water please help!!!!!!!!!!!!

Should be set up with the leg in the water. Has to do with exhaust back pressure. FRED
