Suzuki DT55 low RMP at load

I've recently purchased a 1990 Suzuki DT55 on an Avon Searider 3.4 RIB. Motor had been sitting for a year; after replacing the impeller and cleaning out the water lines, replacing the battery it starts right up and runs fine in a barrel, throttles all the way up in neutral. Took it out on the maiden voyage today-- it idles fine and throttles up in neutral but in gear it would only throttle maybe 20% up, not even enough to get on a plane. Throttle cables seem properly adjusted, pumping fuel line didn't help...any suggestions?

change the fuel pump diaphram ... also check for leaks in the fuel line, and clear out water/fuel separator if you have one .....

Thanks for the suggestions; ordered the diaphragm kit, will try that and cleaning the carbs and let you know....
