Tach problem or Stator or Rectifier ???

1992 Evinrude (Tracker) 60 hp.
Original tach was bouncing around. Bought a new tach
now, here's what it does....

start up, tach goes to 800-1000rpm... slowly give it throttle, tach goes up to 2200-2500 rpm, then bounces
2000-3000, a little more throttle and needle drops to zero and stays there even with WOT. As you throttle down, when you get to about 2000 or so, needles bounces back and shows all the way down to idle.
Tach is wired correctly and set to "6 pole". All these readings, of course, are based on the tach which is installed. My question; tach problem or regulator/rectifier problem ?

Either it's loose wiring or the rectifier is bad. Check to see if the voltage jumps around at that RPM. Might narrow it down...

Put a volt meter on the gray tach wire, see what it does.
