Tachometer need replacing?

I have a tachometer that is not functioning on a boat that I just bought. The dial indicator does not point to zero when everything is off. Is there any way to zero the tachometer, and test for functionality? Or does this mean it's toast?

Have you had the engine running? Did the tach show any reading?

It is typical of the tachs to NOT rest at "0" with the ignition off. Turn the key to the run position and it should zero out.
