No.
Tohatsu makes Tohatsu.
Some say rebranded Honda's.....I've seen no evidence....however I've spent little to zero time actually caring and investigating it.
Why do you ask?

Correct ------Tohatsu was making small Evinrude branded models as well.-----If you do the research you will find some 2 to 4 HP motors were all coming off the same assembly line.-----On Monday the paint booth used BLACK and Mercury decals went on.-----On Tuesday they were painted white and Johnson decals went on. ETC etc.------The amazing thing is the one brand will list a part as NLA and the other company had a different spare parts contract with parts now on the shelf !!

Tohatsu has a Joint Venture with Mercury at their Komegawa plant in Japan and Tohatsu motors and parts cost less compared to. OTOH Tohatsu buys large HP motors from Honda with their logo written on their cowls. Globalization issues...

Tohatsu/ Mercury/ Nissan/ Evinrude 4 stroke below 40hp are all basically the same engines. Mercury has their own tiller handles and in some cases the hoods are fancier looking, but same under the hood
