Takes on water over the transom while loading and unloading

It has a 250lb driver. But we did move a battery to the front and it did not take on water while unloading and loading. Strap was loose. Just a steep ramp and too much weight in the back. No water coming in the drain holes. all plugged. It will come over the transom.
Scuppers are there to allow water to drain out of the splash well should the need arise. Plugging them is never a good idea. Are the scupper flaps in place?

The steepness of the ramp should have no bearing on how the boat sits in the water. How far above the water line is the top of the transom and scuppers when at rest?

How are you launching the boat?
Back in until the boat floats, then back the boat off the bunks?

Slam on the brakes while backing to “shove” the boat off the bunks?

Im going with a rigging issue by the factory or dealer

looking at other kenner 18' boats, looks like your transom was cut-down for a 20" shaft motor vs the 25" that appears on many of them.


here is a 2002 with what appears to be a 25" motor1750850968776.png

however the cover of one of the kenner brochures shows it cut way down for a 20" motor

Since your transom is cut way way down. find a shallower ramp to launch

Open those drain holes so the water can get out. and launch slowly, while making sure nothing keeps it tied down to the trailer in the back.

Gee, I did not read the multiple posts. How about larger tires on the trailer.? That may raise it up enough
Aso. put the trailer in the water slowly, straps off and see it rises.

Yeah, to me if that is the boat style from the mfg then he is doing something wrong. That's why I asked about coming off plane. That would indicate design flaw imo.
