Doesn't help a bit, what's a transom mount ?

Might want to take some pictures and point to the exact place it's leaking.

It is the part inside the boat that is opposite of the gimble housing on the outside.

Not enough info to know for sure of course, but there is a hole that leads to the drive bellows. The one pictured below is from an Alpha (not gen 2) - I believe the gen 2s have the same overflow hole. Anyway, if water is coming in from that area, it means you have water in your bellows. Pull the outdrive and check.

The water is coming from the bottom of the gimble housing. I tightened the lower mount nuts about a half turn. Should I put Thread locker on the studs or sealant under gimble housing.

No, you should find out WHY it's leaking, and fix the actual problem.

IF the water is actually coming in from the seal on the gimbal housing, and the nuts are loose, that means your transom core has rotted and is soft and there is nothing there to tighten down against. This will also cause the inner transom plate to sag and throw the engine out of alignment which will take out the coupler.
