TDC method of setting points please explain?

I would like to try this rather than feeler guage method, I have dual point distributor on a 67 evinrude 4cyl 80hp. Can someone explain the procedure? i've got my continuity tester handy and prepared to make marks on the flywheel if necessary. I can probably figure it out through trial and error but I've never done it that way and don't know for sure if it can even be done. I've only heard about it in conversation.

I believe this to be the more accurate technique, I'm going to give it a try cause I like to tinker.
Hopefully I can enlarge the bullitin.
