i've read the bulletin and it seems it mainly pertains to 3cyls.
i'm runnin a '79 johnson 115 would this be something i need to do even though its a 4cyl, as per air pockets and such?
The only thing that you need to do is to route the tell-tale hose above the engine block and back down to help prevent air from entering the system. This was done on later V4 engines as shown in the thumbnail below:
