I replaced the O-rings on the lift cylinder closest to the pump on the starboard side on the power trim unit on my 1988 force one 125 hp outboard.

So what's that other cylinder for? The one on the port side. There are no lines going into it. I opened it up to replace one O-ring in there and one O-ring in the head cap. It had a few ounces of clean oil in it.

Is it just a damping cylinder, or for balance?

And how much oil should I put back in there? I'm assuming I use plain 30 weight just like in the bumper.

It's just a damping cylinder, a shock absorber. A few ounces of 30 weight oil should be fine.
