The actual theft must be observed or the cops can't do anything.

Not in any state that I have ever lived in. With proper investigation, there is very often evidence that can lead to the identifcation, apprehension and prosecution of the perps. The problem is that police departments are notorious for not wanting to do such investigations.

Add to that, the revolving door court systems that exist in much of America. We just had a case here in New Orleans where a teen murdered a well known local musician and got away with it. During the trial, he kept staring down the jurors while making a hand gun symbol with his thumb and first finger tucked under his chin. The prosecution noticed this and asked for a mistrial. The motion was not granted and the defendant eventually was found not guilty. Part of the reason why this happened is because key witnesses were afraid to identify him. One week after the defendant got out of jail, a relative of the person who was murdered, and who was also a key witness, was murdered. The defendant in the original case is the suspect and is now back in jail.

I don't condone or encourage vigilante behavior but I would be lying if I didn't admit that a little part of me hopes that someone decides to off the defendant in these two cases. Given that most of these young men are involved in the drug trade, and murder seems to be the way that they settle beefs between one another, that wish just might come true. I hope the devil has the sheets turned down on his bed in hell, just waiting for him to arrive.

Don't bet on it... I recently attended the sentencing hearing for a guy convicted of beating an underage girlfriend into a coma and leaving her for dead (she had to have 17 reconstructive surgeries on her face and skull)... the guy has spent about 200 days in jail pre-sentance, and was released with time served and a bit of probation.

Why this country is so lax on criminals in beyond my understanding. It's like we've decided to become a haven for criminal behavior. If I were an elected official, I would push for the harshest punishments I could, and would try to include some sort of seizure of property and banishment from the country for violent offenders after their time was served... enforced by dropping them off somewhere in central africa with nothing but the clothes on their back.

Think yourself lucky...over here if someone assaults police officer they get a warning.

If it were my world to rule as I pleased, first time violent offenders would get minimum 5-10 year sentances depending upon the severity on a scale of 1 to 5 (to be decided by the victim instead of a judge).

2 time violent offenders would be tortured to death, publically too, as a warning to others.

Nonviolent offenders would serve 5 year minimum sentances for theft related crimes, and 10 year minimum sentances for vandalism related crimes where the property can not be returned in the same or similar condition, and the time served would double for each offense (first time theft 5yrs, second time 10yrs, third time 20yrs, fourth time 40yrs).

In all cases, all valuable property (houses, cars, TV's/electronics, jewelry, cash or liquid assets) would be siezed and auctioned with 1/2 the proceeds going to the victim, and the other half going to the state to cover at least some of the expenses incurred in prosecuting and punishing them.

Also, the prisons would be run much more like the tent city prison... no TV, no "perks", no good food... just cheap food.

It may seem a little harsh, but I think after the first couple of years, the crime rate would be virtually non-existant, which also helps the economy.

I agree that some real hard core punishment would help. Problem I see in my town is that even though we have plenty of large unused buildings that could be made into jails the only way we get more jail space is for the tax payers to spend 100 million on a new state of the art building. WHY?
