thermostat question

I think someone put thermostat in wrong. 1985 5.7L mercruiser. Does the thermostat go in the block or the thermostat housing ?
I looked for a tech handbook on this but could not find one in pdf.

There should be a recessed area in the intake manifold that the thermostat wits in. Then the housing goes on.
