Throttle cable 2006 Tahoe

Gmorning....I just did a carb rebuild for a friend on a 2006 Tahoe 4.3L. Carb sounds great after we installed it in the driveway. Put it on muffs and did the initial adjustments until we can get it on the water to make the final ones. When working the throttle from the controller, it does not want to return to base idle and visually you can see that the idle speed screw is not contacting the stop. After running it at 1500 and then pulling the throttle back to idle it want's to sit at 900 rpm's. I removed the linkage to assure the throttle body was not binding and it goes right down to base idle. The throttle cable is a grey cable and appears that it runs along the inside of the boat unsupported. I am not a throttle expert and don't want to start turning adjustment barrels unnecessarily. Does this sound like a binding problem or adjustment issue?

Ayuh,... An adjustment issue...
The cable should be Pushin' against the throttle stop screw, lightly...

Thanks Bondo. I imagine that adjustment could be made with the first barrel adjustment right before the atachment point on the carb. That is exactly what it sounds like needs to be done. I did notice that the plastic piece that slides on the throttle linkage is not straight up and down but canted off to port a little bit. To install the cable you had to twist it to starboard about a quarter turn. There is constant tension on the twist part of the cable but I wonder if that would have anything to do with the back and forth operation? Thanks for the reply.

Adjust the barrel so it slightly preloads the carb linkage against the idle adjustment screw when the throttle control is brought back to idle.

Thank you Don and Bond-o for taking the time to reply. Sounds like that is exactly the problem here. Just your thoughts....If I diconnect the cable from the carb and get a helper to work the controller back and forth while trying to get the twist out of the interior braided cable, would it reset itself? Or is this not a real issue. With it uninstalled, it definately has a port twist to around the 2 o,clock position. If it's not an issue I won't waste time on it. Thanks again for the advice.

Just remove the cable, put the throttle lever to neutral. At the carb, push the end of the cable into the outer cable and adjust the cable to a little bit of preload. It's not a 2 person job at all.
