throttle linkage 1989 90

am I missing something or something wore out.After I go up in throttle and return to neutral it stays up in throttle at about 1200 rpms, you can see the gap it leaves in the idle speed adjustment screw.It will move back by hand and an idle fine, seems like it needs a small spring too bring it back.......... PIC.1 the way it should look, idles fine here...PIC 2 is WOT. PIC 3 is after return to neutral ,idle is high and you can see the large gap with the idle adj. screw.

Is the throttle cable adjusted properly, will it move to the idle position properly if you remove the thottle cable at the linkage?

I think there should be a plastic sleeve on that flat head screw in the bottom right. It shores up the space between the screw and the curved groove.

not sure why it moved, but I turned the plastic wheel too tighten the linkage and now all is good, it will got too WOT and goes back all the way when in neutral. I had it off to rebuild the carbs but made sure I didn't turn any thing, it took about 10 complte turns too set it right.Hope too have the boat in the lake in about 2 weeks and will double check the timing too make sure nothing has changed....
