Throttle sticking

Hi there, hoping someone could guide me in troubleshooting the issue with '93 4.3 LX Alpha 1 Gen 2

The boat has been running fine all season. When I took it out on the weekend the boat shifted into gear (forward and reverse) without any problems. However, while in forward gear, the throttle was very hard to push down around the half-way mark. I was still able to push it forward and the the boat would accelerate. While decreasing speed (pulling back) it appeared even tighter (REALLY tight, I was getting worried) and would not slow the engine down until some point when the engine would decelerate abruptly, jolting everyone in the boat.

I had replaced the lower shift cable about 3 years ago. I had put some grease on the sliding mechanism of the cable on top of the engine (don't know the terminology).

Any thoughts that could help me out? Hoping that I don't have to pull the boat out of water to replace the lower cable again.

Thanks in advance.

Forgot to mention that the throttle advances smoothly when the "throttle only" button is pressed. So the issue is only when in forward gear. Does that change anything?

Try operating the throttle with the engine off.
Do it in forward, neutral and reverse. Perhaps watch the cable ends by the engine to see if anything has messed with the smooth operation of the cables etc.
If carbureted, only do the operation of the throttle the minimum # of times to see how the cable operates. Too many pumps of the throttle will flood your intake with fuel if your engine is carbureted. If it's injected you can pump away, no trouble.

Same problem with the engine off. I looked at the cables at the engine end, but nothing stands out so far.
