Tilt and trim not working

I have a 83 140 Evinrude. I had to repalce the o ring on the tilt and trim motor, now the tilt and trim doesn't work. I have done everyting the manual says but nothing worked. I think it is the coupling on the pump but I can't get the the screws out that hold the pump housing in place. I guess they have lock tite on them. Any suggestions?

Who replaced the O ring, I'm assuming the one around the base of the trim motor?
I would take it back to them and have them repair it.
I always replace the phillips head screws with 3/8 or 5/16" machine screws. Never loctite those screws but better to use Perfect Seal.

Thanks for the info. I fixed the problem. I had to drill out 2 screws that I broke off to get the pump cavity off. What had happened the pump drive dog had come out of the little hole in the top of the pump and some how fallen down beside the filter screen. I couldn't see it for the fluid. Works like a champ now.
