tilt and trim

i have a 1989 88spl. with tilt and trim. it is not working. the eleteric motor is running when the switch is pushed. $1100 bucks is way out of my price range. is this something that can be rebuilt locally? im in virginia beach, va. or is it something that i can do myself in my gerage? the guy i bought it from said it was just a seal that was leaking. i dont want to trust him 100%. just cause he sold it.

Replacing seals is pretty straightforward. You'll need a manual and some seals and some time.
