Tilt & trim motor not working after valve body replacement

I need some help here. I have a 88 model Force 85hp. The T&T was doing the slow leak down thing and not holding position when under power. Doing the testing mentioned on here I determined it was the valve body that was the problem and ordered a new one. I replaced the old one with the new, everything fit perfectly, and went together easy as pie. Now that I have it installed back on the boat though the T7T motor won't even start to work. Everything is hooked up, the blue and green wires are solidly connected again, the ground wire is back on the top bolt, and when using a test light power is getting to the motor when either switch is used. For some reason though the motor won't run at all, it won't even make a sound. It was working great before I took it off the boat to replace the valve body. Does anyone have any ideas what may be up with it?

If you are positive there is power getting into the motor, then you need to double check if any the internal wires or brushes are disconnected connected. I'm just wondering why you have to dismount the motor to replace the valve body when it can be done without messing with the motor. Anyways, if you disassembled the motor you need to double check and be positive there is power going into the motor. You can also do the jumper test by jumpering the blue or green wire directly to the battery or the starter solenoid. Be positive there is a ground connection too. You might want to do this with the motor dismounted just to make sure nothing is locking it up.

Did oil get up into the motor?
Did the end of the armature get in the slot in the pump correct?
If it's not in? it's possible it's binding???

Ok maybe I miss spoke. I'm talking about the T&T motor/pump not the actual outboard motor. Everything I'd read on here said I needed to take the whole unit off (pump and valve body) to do this. Otherwise you have a high risk of getting it in a bind when putting back together.

I topped off the fluid after putting it back on, it is at the point now that is just needs to be run up and down to bleed the lines. It seemed like it went into the slot correctly. It was lined up right and it slid on smoothly just like the old one came off. I guess I'm gonna have to pull it all off and try again just to make sure it's not in a bind, but it didn't seem to be when I put it together.
