Tilt/Trim on 93 115 Merc will not lift up - relay just clicks

I have a 1993 115 Merc and the tilt/trim will not lift the motor up. It works bringing the motor down but when I try to lift the motor up the relay just clicks and the trim motor does not run. I thought I had a bad relay so replaced it and same results. If I switch the relay's around, the down just clicks and the up runs the trim motor but does not lift the motor. I took apart the trim unit and replace old dried out "O" rings so might need to add more fluid. Anyone care to give me some suggestions to get this working?? <br /><br />Thanks in advance!

Check, clean or replace the wiring it sounds like you may not be getting enough juice to it wire has a habit of going bad from the inside out

Make sure the fluid is all the way up before you go further. That would be your starting point...

Smoker, If the connections to the motor are good, and it is a three wire (Blue, Green, Black) motor, the "Up" winding may be open. You can check continuity with a voltmeter. Also, sometimes dirt gets inside the motor. You may be able to open up the motor and clean it out. There also may be an overload switch (Breaker) inside near the brushes. I had one go bad on me.
